This company is seeking an experienced Pre-Construction Manager to lead the full pre-construction phase of major data center developments. This senior role oversees site evaluation, feasibility, permitting, authority engagement, design management, and construction readiness while coordinating with development, engineering, construction, utilities, legal, and commercial teams to ensure projects are fully prepared for successful delivery.

Responsibilities:

  • Lead and own the entire pre-construction phase for data centre projects, from site evaluation and feasibility through permitting, design management, and construction readiness
  • Develop and own the company-wide pre-construction strategy aligned with business growth, delivery timelines, and sustainability targets
  • Define governance models for early project phases including decision gates, risk reviews, and readiness criteria
  • Establish standardised pre-construction processes, documentation, and reporting structures across the portfolio
  • Directly manage relationships with local authorities (AHJ), municipalities, and regulatory bodies, leading permitting strategy and coordinating all planning submissions and approvals
  • Lead power connection strategy including grid application process through to grid commitment (Zusage)
  • Manage external consultant teams across architecture, CSA, MEP, and specialist disciplines through all design stages
  • Review and challenge design deliverables to ensure compliance with operational, technical, and regulatory requirements
  • Support development of cost estimates, budgets, cashflow projections, and programme milestones during pre-construction
  • Support tender preparation and early contractor engagement strategies
  • Identify, assess, and manage technical, commercial, schedule, and regulatory risks proactively
  • Prepare clear decision papers and recommendations for management and investment committees
  • Act as senior interface with authorities, grid providers, consultants, and strategic partners
  • Ensure seamless handover into the construction execution phase in close alignment with Engineering and Construction teams


Skills/Must Have:

  • 5–7+ years of experience in pre-construction, project development, design management, or project delivery on complex technical or mission-critical projects
  • Strong understanding of German planning law, permitting processes, and direct experience engaging with AHJs, municipalities, and regulatory bodies
  • Proven experience managing multidisciplinary consultant teams across architecture, CSA, and MEP disciplines
  • Strong understanding of construction methodologies, sequencing, and early execution planning
  • Commercially minded, clear understanding of cost, programme, risk, and value optimisation
  • Ability to manage multiple projects in parallel within a fast-moving environment
  • Fluent German required, essential for authority and stakeholder engagement
  • Fluent English required, essential for internal and international collaboration
  • Strong communication, leadership, and stakeholder management skills
