The successful candidate will work closely with senior leadership to monitor changes across the Spanish and European regulatory landscape, assess their impact on the business, and develop strategies that turn legislative change into commercial opportunity. Combining regulatory analysis, stakeholder engagement, and strategic planning, they will influence major data centre infrastructure projects, support key business decisions, and represent the organization with government ministries, regulatory bodies, industry associations, and key stakeholders including the Ministry, CNMC, and REE.

Responsibilities: 

• Monitor, analyse and interpret Spanish and European regulatory developments affecting the energy and infrastructure sectors.
• Assess the technical, operational and financial impact of new legislation on current and future business activities.
• Prepare, submit and defend responses to public consultations, draft legislation, Royal Decrees and regulatory proposals.
• Develop regulatory strategies that create new commercial opportunities and improve business performance.
• Review commercial agreements, grid access contracts, PPAs and other infrastructure-related contracts to ensure regulatory compliance and minimise risk.
• Identify regulatory barriers and propose improvements to administrative and connection processes.
• Build and maintain strong relationships with government ministries, regulatory authorities, industry associations and other key stakeholders.
• Represent the business in discussions with public institutions and support lobbying activities in a transparent and professional manner.

Skills / Must Have:

• Strong understanding of the Spanish energy regulatory framework.
• Excellent analytical, legal and commercial thinking.
• Ability to translate complex regulation into practical business strategy.
• Outstanding written communication and stakeholder management skills.
• Proactive, diplomatic and confident when engaging with senior external stakeholders.
• Established relationships within Spanish regulatory bodies would be highly advantageous, particularly with the Ministry, CNMC and REE.
• Degree in Engineering (Industrial, Energy or similar) or Law.
• A Master's in Energy Law or the Electricity Sector, or a hybrid Engineering/Law background, would be advantageous.
• 2-3+ years' experience within regulatory affairs at an energy company, infrastructure business, specialist consultancy, law firm or regulatory authority.
• Existing network of contacts within government ministries, regulators and the Spanish energy sector is highly desirable.
• Fluent Spanish and a minimum B2 level of English.
